The 25% rule
The Florida Building Code limits how much of an older roof can be repaired within 12 months before the whole roof or section must meet current code. Roofs built to the 2007 code or later, which took effect in March 2009, have an exception under Florida Statute 553.844(5). Roof age and insurance
Florida law limits when an insurer can refuse coverage over roof age alone, and gives owners of older roofs a way to prove remaining life through an inspection. HVHZ permitting

Those items affect both scope and cost, and they belong in the estimate from the start, not as a surprise after tear-off.
